voice mail & notification on Out-Of-Trunks scenarios

Hello.

In order to not loose precious customers incoming calls if/when we run out of trunks (phone lines), it would
be desirable to have the incoming caller be forwarded to voice mail (for local AND virtual extensions).
The current situation should facilitate things as the caller can make it all the way to the virtual receptionist
(and hence should be able to hear the welcome message and choose the desired extension).

Also important under this out-of-trunk scenario would be an automated email to the account holder to
notify them of the out-of-trunk scenario (and reassure them that the caller was sent to voice mail).
This would help office managers plan for trunk capacity (and would sell more lines for you).
